Narrative:

Charity Ann Merchant was born on 10 Sep 1853 in Morgan Co., Virginia.7,8,9
She appeared on the 1860 Federal Census of Morgan Co., Virginia, in the household of her parents, John Merchant and Ellen Catherine Allman.15
Charity appeared on the 1870 Federal Census of Timber Ridge Twp., Morgan Co., West Virginia, enumerated 11 Aug 1870, at age 17 in the household of Washington Ungar, a farmer, and his family. She was listed as a housekeeper.16
Charity has not been found in the 1880 census. We do not know how she came to be in Winchester, Virginia where she apparently was by 1889 when she married there.
Charity married George Washington Flora, son of George Flora and Rebecca Simpson, on 19 Dec 1889 in Winchester, Virginia.10,11,12
Charity and George appeared on the 1900 Federal Census of Winchester, Virginia, at 441 Fairmont Ave., enumerated 13 Jun 1900, reporting they were renting their home. Edward McPhail, an 83-year-old bank official, was listed as boarding with them.17
Her husband died on 8 Jun 1904.18 Charity has not been found in the 1910 census. We do not know how long she remained in Winchester after the death of her.
Charity had moved back to West Virginia by 1915, when she was living at 244 E. Liberty, Martinsburg, but she was not listed in the 1913 city directory. It seems likely she moved there to care for the younger daughters of her step-son Edward K. Flora after the death of his wife in 1912. They do not appear with her in the city directories until the 1918 edition, when the two eldest appear, but minors were generally not included in city directories.19
Charity appeared on the 1920 Federal Census of Martinsburg, Berkeley Co., West Virginia, at 244½ E. Liberty, enumerated 3 Jan 1920, reporting she was renting her home. Mildred, Odessa and Julia, the three youngest daughters of her stepson were listed as living with her.20
By 1922 she and Julia had moved to 108 Pennsylvania Ave.. By 1925 another step-granddaughter, Ruth, and her infant son had joined them.21 By 1927 she, Julia, and Ruth and her son had moved to 201 E. Union Ave.22 In 1929 she was living at 116 E. Union Ave., leaving Julia at the previous address. Julia had moved elsewhere.23
Charity appeared on the 1930 Federal Census of Martinsburg, Berkeley Co., West Virginia, in the household of Ruth P. Flora, her late husband's grandaughter by his first marriage.24
