     Joseph Elmer Flora was born on 5 Sep 1894 in Brunswick, Frederick Co., Maryland.7,8,9
     He generally used his middle name, Elmer, and even used it in some official documents as an adult.20,21,22
     He appeared on the 1900 Federal Census of Brunswick, Frederick Co., Maryland, in the household of his parents, Edward K. Flora and Mary Arizona Wellen.4
     He moved to West Virginia with his parents about 1903.23 He appeared on the 1910 Federal Census of Berkeley Springs, Morgan Co., West Virginia, in the household of his parents.24
     His mother died on 22 Sep 1912, when Joseph was about 18 years old.25,26,27
     Joseph moved to Ohio by 1915.
     Joseph married first Nora Crystal Van Gorden, daughter of Henry Clinton Van Gorden and Mollie M. Millidge, on 2 Nov 1915 in Marion, Ohio, with the consent of her mother since she was underage, with Charles W. Haberman, justice of the peace, officiating.10,11,12
     Joseph registered for the draft for World War I on 5 Jun 1917, while living at 252 S. Pearl, Marion, Ohio, reporting he was employed as a clerk for Marion Steam Shovel Co., in Marion.21
     Joseph and Nora appeared on the 1920 Federal Census of Marion, Marion Co., Ohio, at 217 Greenwood St., enumerated 17 Jan 1920, reporting they rented their home, apparently half of a duplex. Their children June and Treva were listed as living with them.28

     His second wife died in 1982.35
     Joseph died in Jan 1987 at age 92.17,18 He was buried in Rosedale Cemetery, Martinsburg, Berkeley Co., West Virginia.19
